Background
State Enterprise Policy Office (SEPO) had set the eco-efficiency manual as one of the indicators in the annual performance evaluation of state enterprises. The eco-efficiency guideline had followed the ISO framework (ISO 14045 Eco-efficiency assessment of product systems-Principles, requirements and guidelines), which is considered alongside the Life Cycle Assessment concept. The cooperation between the National Science and Technology Development Agency (NSTDA) and the State Enterprise Policy Office (SEPO), therefore, has an objective to develop a manual for the assessment of the eco-efficiency of Thai state enterprises, which provides a framework for operating the state enterprise to assess the eco-efficiency of the organization, and prepare the indicators for evaluating the organization that meet the requirements of SEPO indicators.
Research objective
MTEC research team plans to develop the eco-efficiency manual for state enterprises as the tool to assess the organizational sustainability. This tool will help the organization to perform the organizational value enhancement (such as economic value) along with environmental liability. This manual is suitable for enterprises to use as a guideline for evaluating organizational eco-efficiency, complying with the standard set by the State Enterprise Policy Office (SEPO).
What does the research team do?
The practical edition of the eco-efficiency manual for Thai state enterprises was developed by the eco-efficiency technical committees of state enterprises, and its evaluation process is linked with the LCI database that TIIS had developed. This eco-efficiency manual can be properly applied to all state-owned enterprises to evaluate their ecological efficiencies, while maintaining the same level of data usage standards.

The eco-efficiency assessment according to ISO 14045 guidelines has the following steps as follows.
Moreover, the manual also provides various eco-efficiency case studies of the organizations that assess their eco-efficiencies by the type of businesses.
Research status
The research team had transferred technology to state enterprises through the website of the State Enterprise Policy Office (http://www.sepo.go.th/content/321), which can be downloaded as a PDF file.
Outlook
The research team plans to develop the auditor edition of the eco-efficiency manual for state enterprises.
